For some workers ‘free’ life, health or accident insurance may motivate them to take out a pension. Yet some developing countries in Africa have adapted the mechanism for informal workers. The plan automatically diverts 5% of a farmer’s sales from the centralised purchasing arrangements into a pension plan – with farmers receiving a 20% match from the cocoa board. A similar innovation that we label ‘second generation auto-enrolment’, has been seen in Kenya in combination with a youth empowerment programme. ‘Second generation auto-enrolment’ are initiatives that leverage auto-enrolment through an institution that gathers a large group of workers, but is not their employer. This was a dramatic increase on the initial 2010 scheme which only had a 5% match. this paper, written in collaboration with D3P Global, we review pension programmes targeting informal sector workers in 11 emerging and developing economies. We emphasise the role of financial incentives in encouraging workers to save for retirement. Our results show that tax incentives alone are unlikely to attract a large number of informal sector workers, and that additional incentives such as matching contributions, bundling with insurance, or ‘second generation’ auto-enrolment are necessary. A second wave of pension programmes using some of these incentives has shown signs of success in a select number of countries. Based on this analysis, we make a number of recommendations on preconditions, incentives, product features and implementation for pension programmes for informal sector workers.
